Accommodation-based and community-based support framework (adults and children’s)

Shropshire Council is developing a new approach to accommodation-based and community-based care. This work is part of our wider transformation programme. It also supports the development of the new All Age Accommodation Support and Community Based Care Frameworks, which set out agreed ways of working. 

We want these services to help people stay independent, safe and in control. This work also helps us follow the Care Act and the Procurement Act 2023. Your feedback will help us to plan and purchase new services for the future.  

These services include: 

  • Short breaks 
  • Care at home for children 
  • Supported or Independent Living 
  • Home based care (Domiciliary Care) 
  • Residential care (Adults) 
  • Day Opportunities  
  • Preventative support 
  • Telecare and equipment 
  • Support for unpaid carers 
  • Direct Payments and Personal Budgets 
  • Benefits and welfare advice 
  • Support when moving from Children’s to Adults’ services

We'd like to hear from... 

  • Adults - including anyone who uses care or support services, attends day opportunities, or is thinking about future care needs
  • Young people
  • Parent carers of children and young people  
  • Families 
  • Unpaid carers 
  • Providers or professionals completing the survey on someone’s behalf, or on the behalf of a group of people

Please note that parent carers may complete the survey more than once if they wish to provide different feedback for different children.

Your feedback will help us to understand: 

  • What support people use now  
  • What support people may need in the future  
  • What works well  
  • What needs to improve  
  • Where there are gaps in services  
  • How to shape our next steps for the new All Age Accommodation Support and Community Based Care Frameworks 

The surveys ask simple questions about the support you use, the quality of your care and your outcomes. They also include key quality statements. These statements explain how Shropshire Council and providers should work together to deliver good, person-centred care.

What's changing? 

  • How the council contracts with care providers  
  • The legal framework we use to buy services 
  • How providers can join and stay part of the council’s care market 

What isn'tchanging? 

  • No services are being reduced 
  • No changes to who is eligible for care 
  • People already receiving care will continue without disruption 
  • Professional judgement and personal choice will stay at the heart of decisions 

If any future changes are suggested, there will be a full consultation before anything's agreed. These surveys alone willnotcause changes to your care.This is about how services are commissioned - how we buy and manage care. It's not about cutting care. 

Please take part and help us build a clear and fair framework. This will support people to live well and help us maintain a strong care provider market, delivering high quality care and support services. 

The survey will close on 17 May 2026.
