New College Road, Shrewsbury

Proposal

Following the recent approval of the planning application to expand Shrewsbury College at its London Road campus, Shropshire Council, as the local highway authority, proposes to close motor vehicular access between the A458 Wenlock Road and New College Road.

This follows a request from the residents of New College Road to close off access at one end to prevent disturbance from inappropriate driving associated with people driving to and from the college car park located opposite New College Road.

Given that the car park is due to be expanded, funding was sought from the college for the closure as part of their planning approval under s106 of the Town and Country Planning Act 1990.

Because of its relatively narrow width, New College Road does not provide an appropriate route for cross-over trips between Wenlock Road and London Road. This proposed change will remove ‘through trips' here.

A. THE SHROPSHIRE COUNCIL (NEW COLLEGE ROAD, SHREWSBURY) (PROHIBITION OF MOTOR VEHICLES) ORDER

Shropshire Council proposes to make an order to prohibit all motor vehicles from using the following length of New College Road in Shrewsbury:

From its junction with Wenlock Road for a distance of 5m.

Exemptions to this restriction include:

  • Emergency vehicles being used in an emergency;
  • Vehicles being used for building or repair work to this length of road, adjacent buildings, or utilities;

B. THE SHROPSHIRE COUNCIL (PROHIBITION AND RESTRICTION OF WAITING AND PARKING PLACES) (CONSOLIDATION) ORDER 2009 (VARIOUS ROADS, SHREWSBURY) (AMENDMENT) ORDER

Shropshire Council proposes to place the following parking restrictions on New College Road and Wenlock Road Slip Road in Shrewsbury:

Restriction of Waiting between Monday and Friday, 8am to 6.30pm

New College Road
(Both Sides)
For its entire extent
Wenlock Road Slip Road
(Both Sides)
From its junction with New College Road to the Southern property boundary of 149a Wenlock Road

Outcome

The proposal to implement parking restrictions did not go ahead. The proposal to make a permanent closure was also abandoned in favour of an experimental closure, but this experimental closure will become permanent from 10 September 2016.
