Introduction

Transport plays a vital role in all our lives. Safe, reliable and affordable ways to get around are essential to the success and wellbeing of Shropshire’s communities.

The Shropshire Local Transport Plan is our long-term strategy for transport and highways across the county. We need a transport system that connects people to opportunities, supports economic growth, improves health and wellbeing, reduces carbon emissions and helps protect the environment that makes Shropshire such a special place to live, work and visit. The draft plan sets out the vision, objectives and priorities that will guide future transport policies, investment and decision-making between 2027 and 2037. 

It has been informed by evidence gathering and ongoing engagement with businesses, local communities and stakeholders. However, it's important that we continue to hear a wide range of views before the draft plan is finalised next year.

Help to shape the future of transport in Shropshire

This consultation runs from Monday 5 October to Monday 16 November 2026 for you to share your views on the vision, priorities and proposals of the draft plan.

All feedback received during the consultation will be carefully considered alongside other evidence and engagement feedback to help inform the final Local Transport Plan, due to be adopted in spring 2027.

Background

As a local transport authority (LTA), we're legally required to have a local transport plan in place. The draft Shropshire Local Transport Plan has been prepared in line with the statutory duties and approach set out in the 2026 guidance from the Department for Transport on local transport plans.

Our plan is a long-term strategy that guides how we invest in and manage transport networks in Shropshire, providing a clear vision on how people and goods should move over a defined period. 

The plan covers all forms of transport, including cars, taxis, buses, coaches, trains, cycling, wheeling, and walking. It also considers both transport and non-transport solutions (such as improving digital access, online services and supporting online working) to make it easier to get around Shropshire. Our strategy is responsive to Shropshire’s unique environment, character and heritage, seeking to connect people and goods to where they need to go, and to ensure that there are high-quality places for people to live, work and visit.

The plan includes both a long-term strategy and an action plan for Shropshire’s highway and transport network, as well as land use planning, digital connectivity and the movement of people and goods.

Our vision and how we'll achieve it

Our vision for Shropshire

The Shropshire Local Transport Plan is based on a vision for the future of transport in the county. Our vision is that:

“By 2037, an inclusive, safe and sustainable transport system will connect a healthy, productive and resilient Shropshire, supporting thriving and urban rural communities while protecting Shropshire’s unique natural, built and historic environment.”

Our objectives

Alongside the overarching vision, the Local Transport Plan is designed to meet the five objectives set out below.

Health and wellbeing


To ensure transport has a positive impact on people’s health, wellbeing and social inclusion by making journeys safe and secure, facilitating active lifestyles and reducing harmful transport emissions.

Connecting to opportunities


To provide a user-friendly, affordable and accessible transport network and reliable digital connectivity that connects people and organisations to the amenities, services and opportunities that they need.

Decarbonisation


To decarbonise transport in Shropshire by reducing the need to travel, achieving mode shift and adopting low carbon technologies.

Environmental protection


To support the protection of Shropshire’s unique natural, built and historic environment that makes it a great place for people to live, work and visit.

Support economic growth


To support good economic growth in the right places, by taking an integrated approach to transport and land use planning, and providing a reliable transport network that is resilient to climate change.

Next steps

The draft plan has been developed through ongoing evidence gathering, engagement and review. Most recently, in summer 2026, we carried out additional engagement to test priorities and identify any new issues before public consultation. This feedback, alongside earlier evidence and engagement, helped shape the plan we've presented for consultation here.

After this consultation closes, we'll analyse the feedback we receive and carefully review this alongside other evidence. Your comments will help shape the final plan, which is expected to be adopted in spring 2027.
