Three Parishes Neighbourhood Plan

Proposal

Notice is given that Shropshire Council has received submission of the Draft Three Parishes Neighbourhood Plan from Adderley, Moreton in Say and Norton in Hales Parish Councils, under Regulation 15 of the Neighbourhood Planning (General) Regulations 2012.

This submission includes:

  • The Draft of the Three Parishes Neighbourhood Plan - which also explains the extent of the area covered by the Neighbourhood Plan. Specifically, it aligns with the administrative area of Adderley, Moreton in Say and Norton in Hales Parish Councils.
  • A map (page 6 of the draft document) of the Adderley, Moreton in Say and Norton in Hales Parish Councils Boundary;
  • The Basic Conditions Statement;
  • The Consultation Statement;
  • The Strategic Environmental Assessment (SEA) Screening Assessment; and
  • The Habitats Regulations Assessment (HRA) Screening Assessment.

As such, Shropshire Council will now consult on the Draft Three Parishes Neighbourhood Plan and its supporting documents in accordance with Regulation 16 of the Neighbourhood Planning (General) Regulations 2012.

This consultation will run from Friday 7 July to Friday 1 September 2023. Representations must be received by Shropshire Council no later than 5pm on Friday 1 September 2023. Any representations may include a request to be notified of Shropshire Council's eventual decision under Regulation 19 of the Neighbourhood Planning (General) Regulations 2012 in relation to the Draft Three Parishes Neighbourhood Plan.

The Draft of the Three Parishes Neighbourhood Plan, Basic Conditions Statement, Consultation Statement, Strategic Environmental Assessment (SEA) Screening Assessment, Habitats Regulations Assessment (HRA) Screening Assessment are available to view on this webpage. Copies have also been made available at Moreton Say village noticeboard, the bus shelter community libraries in Norton in Hales and Adderley and Shirehall, Abbey Foregate, Shrewsbury.

Elements of the evidence base prepared to inform the draft Shropshire Local Plan are also relevant to the draft Three Parishes Neighbourhood Plan. This evidence base can be viewed on our website.

How to get involved

We are seeking the views of all parties. Representations on the Draft Three Parishes Neighbourhood Plan may be submitted to Shropshire Council by emailing planningpolicy@shropshire.gov.uk

Any representations may include a request to be notified of Shropshire Council's eventual decision under Regulation 19 of the Neighbourhood Planning (General) Regulations 2012 in relation to the Draft Bishop's Castle Neighbourhood Plan.

Whittington - Station Road – 20mph speed limit

The introduction of a 20mph speed limit on the A495 Station Road, Whittington in line with Shropshire Council’s guidance from 2023, is proposed to improve the safety of school children, residents and other road users near Whittington CEA Primary School. The extents of the 20mph limit are proposed to cover the main school entrance on Station Road, in line with data analysis of the movements around the schools.

Ellesmere Primary School area – 20mph speed limit

The introduction of a 20mph speed limit zone is in line with Shropshire Council’s guidance from 2023, and will improve the safety of school children, residents and other road users outside Lakelands Academy, Ellesmere Primary School and the residential estate which is situated between the two school sites. Adjustment of the existing 30mph speed limit to facilitate the introduction of the 20mph zone. This reduction of speed limit will also contribute to an improvement in air quality in this area.
